Rooted in Sugar Land.
A neighbor. An engineer. A public servant committed to the community we share.

Experience with purpose.
Service with heart.
Carol McCutcheon is a longtime Sugar Land resident and retired petroleum engineer. Her background in chemical engineering and business brings an analytical, practical approach to public service.
In June 2025, Carol became the first woman to serve as mayor of Sugar Land. Her commitment remains the same: listen to residents, bring people together, and protect the quality of life that makes this city home.
A record of community service
Carol represented District 4 on City Council for four terms, serving as mayor pro tem from 2019 to 2020, and is a past president of the Sugar Land Development Corporation and the Women’s Energy Network of Houston. She has completed Sugar Land 101 and the Citizens Police, Fire, and Airport Academies, and served on the City Charter Review Commission and the Land Use Advisory Committee.
Her leadership formation includes the Fort Bend Leadership Forum, Leadership Houston, Leadership Texas, and Leadership America. She has been honored as a Fort Bend Woman of the Year and named one of Houston’s 50 Most Influential Women, and for more than 30 years she has served as her First Colony neighborhood representative. Carol holds a bachelor’s degree and a master’s degree in chemical engineering, plus an MBA.
A mayor for everyone
Sugar Land’s strength comes from its people. Carol’s approach is nonpartisan and community-focused, embracing the diversity of our city and working toward shared goals: safe neighborhoods, responsible growth, and a strong future.
